TO SENATE BILL 21

SB21-SSA1-SA33,1,11 At the locations indicated, amend the substitute amendment as follows:
SB21-SSA1-SA33,1,4 21. Page 199, line 17: increase the dollar amount for fiscal year 2015-16 by
3$731,600 and increase the dollar amount for fiscal year 2016-17 by $731,600 for the
4purpose of funding the pretrial intoxicated driver intervention grant program.
SB21-SSA1-SA33,1,8 52. Page 1157, line 25: delete the material beginning with "$150,000" and
6ending with "County," on page 1158, line 2, and substitute "$150,000 in each fiscal
7year to enter into a contract with an organization that is located in ward 2 in the city
8of Racine to provide services in Racine County,".

10"stats." on line 12 and substitute "The organization that is located in ward 2 in the
11city of Racine shall have a recreational facility, shall offer programs to divert youths

1from gang activities, may not be affiliated with any national or state association, and
2may not have entered into a contract under s. 301.265 (3), 1995 stats.".

SB21-SSA1-SA33,2,4 45. Page 1506, line 7: after that line insert:
SB21-SSA1-SA33,2,8 5"(1u) Treatment and diversion grants. From the appropriation account under
6section 20.455 (2) (em) of the statutes, the department of justice shall award not less
7than $10,000,000 in grants in each fiscal year of the 2015-17 fiscal biennium to
8communities with the greatest need for treatment and diversion alternatives.".

14subsection takes effect to provide grants to counties with programs that provide
15alternatives to prosecution and incarceration for persons who use alcohol or other
16drugs. In the schedule under section 20.005 (3) of the statutes for the appropriation
17to the department of justice under section 20.455 (2) (em) of the statutes, as affected
18by the acts of 2015, the dollar amount is increased by $20,000,000 for the 2nd fiscal
19year of the fiscal biennium in which this subsection takes effect to provide grants to
20counties with programs that provide alternatives to prosecution and incarceration
21for persons who use alcohol or other drugs.
SB21-SSA1-SA33,3,9 22(1v) Bray Center funding. In the schedule under section 20.005 (3) of the
23statutes for the appropriation to the department of justice under section 20.455 (2)
24(kj) of the statutes, as affected by the acts of 2015, the dollar amount is increased by

1$124,400 for the first fiscal year of the fiscal biennium in which this subsection takes
2effect to enter into a contract under s. 165.987 (3) of the statutes with an organization
3that is located in ward 2 in the city of Racine to provide services in Racine County.
4In the schedule under section 20.005 (3) of the statutes for the appropriation to the
5department of justice under section 20.455 (2) (kj) of the statutes, as affected by the
6acts of 2015, the dollar amount is increased by $124,400 for the 2nd fiscal year of the
7fiscal biennium in which this subsection takes effect to to enter into a contract under
8s. 165.987 (3) of the statutes with an organization that is located in ward 2 in the city
9of Racine to provide services in Racine County.".
