(20) "Mass communication" means a message that is disseminated by

811.1002 Reporting; certain mass communications. Any person that
9makes an expenditure or a disbursement, or incurs an obligation, exceeding $500
10cumulatively for the purpose of making a mass communication during the period
11beginning on the 60th day preceding an election and ending on the date of that
12election that includes a reference to a clearly identified candidate whose name is
13certified under s. 7.08 (2) (a) or 8.50 (1) (d) to appear on the ballot at the election shall
14report the expenditure, disbursement, or obligation to the appropriate filing officer.
15The person required to submit a report under this section shall do so within 24 hours
16after making the expenditure or disbursement or incurring an obligation. If the
17person is subject to continuing reports under this chapter, the person shall also
18include the information in the person's next report. No later than 24 hours after
19receiving a report under this section, the filing officer shall transmit a copy of the
20report to all candidates identified in the mass communication and to all candidates
21supporting or opposing the candidates identified in the communication.".
