SB487-SA6,1,3 1. Page 1, line 2: after "children" insert "and right to receive and refuse communication".

SB487-SA6,1,4 2. Page 2, line 18: after that line insert:

SB487-SA6,1,9 "(4) Right to communication. A resident has a right to receive and to refuse private and unrestricted communication including the right to receive and to refuse to receive personal mail and electronic communications from any person and to have reasonable access to a telephone for receiving private communications from any person.".
