AB64-ASA1,407,19 36.25 (54) School of engineering at University of Wisconsin-Green Bay. The board may create a school of engineering at the University of Wisconsin-Green Bay.

AB64-ASA1,612m Section 612m. 36.27 (2) (br) of the statutes is created to read:

AB64-ASA1,407,22 36.27 (2) (br) 1. Subject to subd. 3., a student who meets all of the following requirements is entitled to the exemption under par. (a):

AB64-ASA1,407,24 a. The student has resided in this state for 6 months immediately preceding the beginning of any semester or session in which the student enrolls at an institution.

AB64-ASA1,408,3 b. The student is a member of the Wisconsin national guard or a reserve unit of the U.S. armed forces when he or she enrolls in an institution and has been a member for the 6-month period under subd. 1. a.

AB64-ASA1,408,7 c. While enrolled in an institution, the student continues to be a member of the Wisconsin national guard or reserve unit of the U.S. armed forces, or is honorably discharged or released under honorable conditions from the national guard or a reserve unit of the U.S. armed forces.

AB64-ASA1,408,13 2. If a student receiving the exemption under this paragraph withdraws from an institution during a semester or session because he or she is called into state active duty or into active service with the U.S. armed forces for at least 30 days, the student is entitled to the exemption under this paragraph if he or she reenrolls in an institution during the semester in which he or she is discharged, demobilized, or deactivated from active duty or in the next succeeding semester.

AB64-ASA1,408,15 3. The exemption under this paragraph is limited to 128 credits or 8 semesters, whichever is longer.

AB64-ASA1,613 Section 613 . 36.27 (3n) (a) 1m. a. of the statutes is amended to read:

AB64-ASA1,408,24 36.27 (3n) (a) 1m. a. A person who has served on active duty under honorable conditions in the U.S. armed forces, in forces incorporated as part of the U.S. armed forces, in the national guard, or in a reserve component of the U.S. armed forces; who was a resident of this state at the time of entry into that service or resided in this state for at least 5 consecutive years after the person attained the age of 18; and who, while a resident of this state, died on active duty, died as the result of a service-connected disability, or died in the line of duty while on active or inactive duty for training purposes.

AB64-ASA1,409,6 36.27 (3n) (a) 1m. b. A person who was a resident of this state at the time of entry into service described in subd. 1m. a. or resided in this state for at least 5 consecutive years immediately preceding the beginning of any semester or session for which the person's spouse or child described in par. (b) 1., 2., or 3. registers at an institution, and who the U.S. department of veteran affairs has awarded at least a 30 percent service-connected disability rating under 38 USC 1114 or 1134.

AB64-ASA1,410,21 (b) The board shall publish aggregate data on teaching hours reported under s. 36.115 (8) (a) 1. on the accountability dashboard. The board shall make accessible via links on the accountability dashboard the teaching hours reported by individual faculty and academic staff members under s. 36.115 (8) (a) 1.

AB64-ASA1,626m Section 626m. 36.68 of the statutes is created to read:

AB64-ASA1,410,24 36.68 The Tommy G. Thompson Center on Public Leadership. (1) Definitions. In this section:

AB64-ASA1,410,25 (a) “Board” means the public leadership board.

AB64-ASA1,411,1 (b) “Center” means the Tommy G. Thompson Center on Public Leadership.

AB64-ASA1,411,7 (2) Mission. There is created at the University of Wisconsin-Madison the Tommy G. Thompson Center on Public Leadership that has as its mission the facilitation of research, teaching, outreach, and needed policy reforms regarding effective public leadership that improves the practice of American government. The center shall endeavor to carry out its mission throughout all the universities of the system.

AB64-ASA1,411,11 (3) Director. Upon the joint recommendation of the chancellor of the University of Wisconsin-Madison and the dean of the College of Letters and Science at the University of Wisconsin-Madison, the board shall appoint a director of the center for a 3-year term.

AB64-ASA1,411,12 (4) Powers. The center may do any of the following:

AB64-ASA1,411,15 (a) Make grants to support faculty research that objectively studies public leadership in American political and legal institutions, policy making, and policy implementation.

AB64-ASA1,411,18 (b) Conduct an annual competitive grant contest for encouraging faculty research described in par. (a) that has direct and urgent relevance for the state of Wisconsin.

AB64-ASA1,411,19 (c) Publicize the findings of the research that is supported by the center.

AB64-ASA1,411,22 (d) Foster public debate over critical issues regarding effective public leadership and facilitate dialogue between academics and policy makers on those issues.

AB64-ASA1,411,24 (e) Conduct and promote programs and events that bring timely political and policy issues to the attention of larger audiences.

AB64-ASA1,411,25 (f) Take any other action that is consistent with the mission of the center.

AB64-ASA1,412,4 (5) Speaking engagements. In each fiscal year, not less than $500,000 of the amount appropriated under s. 20.285 (1) (b) shall be allocated by the board for speaking engagements sponsored by the center at campuses other than the University of Wisconsin-Madison campus.

AB64-ASA1,412,9 (6) Expenditures. The director of the center shall propose an annual budget itemizing expenditures of the moneys appropriated under s. 20.285 (1) (b), including expenditures for grants to proposed recipients, which shall be subject to the approval of the board. Upon approval by the board, the director may make substantive changes to the annual budget only with the subsequent approval of the board.

AB64-ASA1,628m Section 628m. 38.04 (7m) of the statutes is amended to read:

AB64-ASA1,412,16 38.04 (7m) Financial aids. By April 10, 1998, and annually thereafter February 10 of each year, the board shall develop and submit to the higher educational aids board for its review under s. 39.285 (1) a proposed formula for the awarding of grants under s. 39.435, except for grants awarded under s. 39.435 (2) or (5), for the upcoming academic next fiscal year to students enrolled in the technical colleges.

AB64-ASA1,629 Section 629 . 38.04 (11) (a) 2. of the statutes is amended to read:

AB64-ASA1,412,24 38.04 (11) (a) 2. In consultation with the state superintendent of public instruction, the board shall establish, by rule, a uniform format for district boards to use in reporting the number of pupils attending district schools under ss. 38.12 (14) and 118.15 (1) (b), (cm), and (d) and 118.55 (7r) and in reporting pupil participation in technical preparation programs under s. 118.34, including the number of courses taken for advanced standing in the district's associate degree program and for technical college credit.

AB64-ASA1,629m Section 629m. 38.04 (14) (b) of the statutes is amended to read:

AB64-ASA1,413,3 38.04 (14) (b) The Subject to s. 38.12 (7) (b), the board may direct the district boards to establish written policies relating to any matter not enumerated under par. (a).

AB64-ASA1,416,2 38.28 (1m) (a) 1. “District aidable cost" means the annual cost of operating a technical college district, including debt service charges for district bonds and promissory notes for building programs or capital equipment, but excluding all expenditures relating to auxiliary enterprises and community service programs, all expenditures funded by or reimbursed with federal revenues, all receipts under ss. 38.12 (9) and (14), 38.14 (3) and (9), and 118.15 (2) (a), and 118.55 (7r), all receipts from grants awarded under ss. 38.04 (8), (28), and (31), 38.14 (11), 38.26, 38.27, 38.31, 38.33, 38.38, and 38.42, all fees collected under s. 38.24, and driver education and chauffeur training aids.

Equalized determinations, except equalized values shall include the full value of property that is exempt under s. 70.11 (39) and (39m) as determined under s. 79.095 (3) for 2016.
