Ambulatory surgical center reimbursement rates under Medical
3Assistance program. The department of health services shall consult with
4ambulatory surgical centers to develop a plan to increase reimbursement rates for
5ambulatory surgical centers for services provided to recipients of Medical Assistance
6under subchapter IV of chapter 49 of the statutes. During the 2017-19 fiscal
7biennium, the department of health services may submit one or more requests to the
8joint committee on finance to supplement the appropriation under section 20.435 (4)
9(b) of the statutes in a total of no more than $2,500,000 from the appropriation under
10section 20.865 (4) (a) of the statutes for the purpose of increasing reimbursement
11rates under the Medical Assistance program for ambulatory surgical centers in
12accordance with the plan established under this subsection. If, within 14 days after
13the date of the department's submittal, the cochairpersons of the committee do not
14notify the department of health services that the committee has scheduled a meeting
15to review the request, the supplement is considered approved. If the cochairpersons
16notify the department of health services that the committee has scheduled a meeting
17to review the request, the supplement may be made only upon the approval of the
18committee. Notwithstanding section 13.101 (3) of the statutes, the joint committee
19on finance is not required to find that an emergency exists before making a
20supplementation under this subsection.”.

14amount for fiscal year 2017-18 is increased by $558,900 for the purpose of funding
15division of criminal investigation overtime. In the schedule under section 20.005 (3)
16of the statutes for the appropriation to the department of justice under section 20.455
17(2) (a) of the statutes, the dollar amount for fiscal year 2018-19 is increased by
18$558,900 for the purpose of funding division of criminal investigation overtime.

(b) Notwithstanding section 16.42 (1) (e) of the statutes, in submitting
20information under section 16.42 of the statutes for purposes of the 2019-21 biennial
21budget bill, the department of justice shall submit information concerning the
22appropriation under section 20.455 (2) (a) of the statutes as though the increase in
23that appropriation under paragraph (a) had not been made.”.
