SB304-SSA1,1,2 1An Act to create 947.06 (6) of the statutes; relating to: blocking a thoroughfare
2while participating in a riot and providing a criminal penalty.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB304-SSA1,1 3Section 1. 947.06 (6) of the statutes is created to read:
SB304-SSA1,1,84 947.06 (6) Whoever, as part of an assembly of at least 3 persons engaging in
5a public disturbance, blocks or obstructs the lawful use by any other person of any
6private or public thoroughfare, or blocks or obstructs any positions of access or exit
7to any private or public building or dwelling, and does any of the following is guilty
8of a Class H felony:
SB304-SSA1,1,119 (a) Intentionally commits an act of violence that constitutes a clear and present
10danger of, or would result in, damage or injury to the property of any other person
11or to another person.

1(b) Intentionally threatens to commit an act of violence that, if committed,
2would constitute a clear and present danger of, or would result in, damage or injury
3to the property of any other person or to another person, if the actor individually, or
4the assembly collectively, has the ability to immediately execute the threat.
