AB828-SSA1,1,2 1An Act relating to: compensation increases for correctional officers, psychiatric
2care technicians, and youth counselors.

This bill requires the Department of Corrections, the Department of Health
Services, and the Division of Personnel Management (DPM) in the Department of
Administration to develop a pay progression plan for correctional officers,
correctional sergeants, psychiatric care technicians, psychiatric care
technicians-advanced, youth counselors, and youth counselors-advanced that
increases the pay points for those employees by $5 per hour. Under the bill, DPM is
also required to increase minimum pay rates by $5 per hour for those employees.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1(a) Definitions. In this subsection:
AB828-SSA1,2,6 21. “Correctional officer” means an individual classified as a correctional officer
3or correctional sergeant who is employed by the state and whose principal duty is the
4supervision of inmates at a state prison, as defined in s. 302.01, or the supervision
5of persons committed under s. 980.06 at the secure mental health facility established
6under s. 46.055 or the Wisconsin Resource Center established under s. 46.056.
AB828-SSA1,2,11 72. “Psychiatric care technician” means an individual classified as a psychiatric
8care technician or psychiatric care technician-advanced who is employed by the
9state and whose principal duties are performing individual treatment programming
10and maintaining internal security among individuals who are committed to any of
11the following:
AB828-SSA1,2,12 12a. The secure mental health facility established under s. 46.055.
AB828-SSA1,2,13 13b. The Wisconsin Resource Center established under s. 46.056.
AB828-SSA1,2,14 14c. The Mendota Juvenile Treatment Center established under s. 46.057.
AB828-SSA1,2,15 15d. The Winnebago Mental Health Institute.
AB828-SSA1,2,19 163. “Youth counselor” means an individual classified as a youth counselor or
17youth counselor-advanced who is employed by the state and whose principal duty
18is the supervision of juveniles held in a juvenile correctional facility, as defined in s.
19938.02 (10p).
AB828-SSA1,3,220 (b) Pay progression. The department of corrections, the department of health
21services, and the division of personnel management in the department of
22administration shall develop a pay progression plan for correctional officers,
23psychiatric care technicians, and youth counselors that increases the pay points for
24those employees by $5 per hour beginning on the effective date of this paragraph.
25The division of personnel management in the department of administration shall

1increase minimum pay rates by $5 per hour for correctional officers, psychiatric care
2technicians, and youth counselors.
AB828-SSA1,3,73 (c) Correctional officers, psychiatric care technicians, and youth counselor pay
4progression increases.
The amounts of the estimated expenditures in the
5compensation reserves general purpose revenue shown in the schedule under s.
620.005 (1) are increased by $25,717,200 in fiscal year 2021-22 and by $55,720,600
7in fiscal year 2022-23.
