SB709-SA1,1,11 At the locations indicated, amend the bill as follows:
SB709-SA1,1,3 21. Page 1, line 1: after “village" insert “, granting bonding authority, and
3making an appropriation".
SB709-SA1,1,5 42. Page 1, line 2: delete the material beginning with that line and ending with
5page 2, line 7, and substitute:
SB709-SA1,1,6 6 Section 1. 13.48 (46q) of the statutes is created to read:
SB709-SA1,1,137 13.48 (46q) Veterans village. (a) The legislature finds and determines that
8providing housing and specialized care for veterans in this state is a statewide
9responsibility of statewide dimension. It is therefore in the public interest, and it is
10the public policy of this state, to assist Wisconsin Veterans Village Association, Inc.,
11in the construction and renovation of a veterans village in Outagamie County to
12provide housing, assisted living and end-of-life care, health care, and community
13resources to veterans.

1(b) The building commission may authorize up to $1,500,000 in general fund
2supported borrowing to assist Wisconsin Veterans Village Association, Inc., in the
3construction and renovation of a veterans village, as specified in par. (a). The state
4funding commitment shall be in the form of a grant to the Wisconsin Veterans Village
5Association, Inc.
SB709-SA1,2,106 (c) If the building commission authorizes a grant to the Wisconsin Veterans
7Village Association, Inc., under par. (b), and if, for any reason, the space that is
8constructed or renovated with funds from the grant is not used for providing one or
9more of the types of care and services specified in par. (a), the state shall retain an
10ownership interest in the constructed space equal to the amount of the state's grant.

12is amended to read:

SB709-SA1,3 3Section 3. 20.866 (2) (zcy) of the statutes is created to read:
SB709-SA1,3,84 20.866 (2) (zcy) Building commission; veterans village. From the capital
5improvement fund, a sum sufficient for the building commission to provide a grant
6to Wisconsin Veterans Village Association, Inc., for the construction and renovation
7of the veterans village specified in s. 13.48 (46q). The state may contract public debt
8in an amount not to exceed $1,500,000 for this purpose.
SB709-SA1,4 9Section 4. 20.867 (3) (cva) of the statutes is created to read:
SB709-SA1,3,1610 20.867 (3) (cva) Principal repayment, interest, and rebates; veterans village. A
11sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest
12costs incurred in financing the construction and renovation of the veterans village
13specified in s. 13.48 (46q), to make the payments determined by the building
14commission under s. 13.488 (1) (m) that are attributable to the proceeds of
15obligations incurred in financing the project, and to make payments under an
16agreement or ancillary arrangement entered into under s. 18.06 (8) (a).
SB709-SA1,5 17Section 5. Nonstatutory provisions.
SB709-SA1,3,21 18(1) 2021-23 Authorized State Building Program. In 2021 Wisconsin Act 58,
19section 9104 (1), the following new paragraph is created to add the following new
20project to the 2021-23 Authorized State Building Program, and the appropriate
21totals are increased accordingly: - See PDF for table PDF
SB709-SA1,5,2 1(2) Wisconsin Veterans Village Association, Inc.; veterans village.
2Notwithstanding s. 13.48 (46q) (b), the building commission may not make a grant
3to Wisconsin Veterans Village Association, Inc., for the construction and renovation
4of the veterans village, as enumerated in sub. (1) (Lr), under s. 13.48 (46q), unless
5the department of administration has reviewed and approved plans for the project.
6Notwithstanding ss. 16.85 (1) and 16.855 (1m), the department of administration

1may not supervise any services or work or let any contract for the project. Section
216.87 does not apply to the project.”.
