ASSEMBLY SUBSTITUTE AMENDMENT 1,
TO ASSEMBLY BILL 689

AB689-ASA1,1,4 1An Act to amend 16.307 (2) and 49.175 (1) (f); and to create 16.307 (1m),
216.3077, 16.3078, 20.505 (7) (bp), 20.505 (7) (bq) and 20.505 (7) (fn) of the
3statutes; relating to: funding for assistance in connection with housing and
4homelessness in Wisconsin and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB689-ASA1,1 5Section 1 . 16.307 (1m) of the statutes is created to read:
AB689-ASA1,2,46 16.307 (1m) Grants for housing navigators. From the appropriation under
7s. 20.505 (7) (fn), the department shall make equal grants to each continuum of care
8organization in this state designated by the federal department of housing and urban
9development. All grant funds shall be used to hire housing navigators to engage in
10activities that include: acting as a liaison with landlords, rental property managers,
11and homeless assistance programs; recruiting new landlords; identifying affordable

1housing for program participants; and mediating landlord-tenant issues. The
2department shall ensure that the grant funds are expended to fill housing navigator
3positions that are reasonably balanced among the geographic areas served by each
4continuum of care organization.
AB689-ASA1,2 5Section 2 . 16.307 (2) of the statutes is amended to read:
AB689-ASA1,2,96 16.307 (2) Supplemental funds. The department shall ensure that grants
7awarded under sub. subs. (1) and (1m) are not used to supplant other state funds
8available for homelessness prevention or services to homeless individuals or
9families.
AB689-ASA1,3 10Section 3 . 16.3077 of the statutes is created to read:
AB689-ASA1,2,13 1116.3077 Housing quality standards grants. From the appropriation under
12s. 20.505 (7) (bp), the department shall award grants to owners of rental housing
13units in this state for purposes of satisfying applicable housing quality standards.
AB689-ASA1,4 14Section 4 . 16.3078 of the statutes is created to read:
AB689-ASA1,2,18 1516.3078 Rental assistance grants for homeless veterans. From the
16appropriation under s. 20.505 (7) (bq), the department shall award grants to provide
17tenant-based rental assistance to homeless veterans and veterans facing eviction in
18this state.
AB689-ASA1,5 19Section 5 . 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

AB689-ASA1,3,32 20.505 (7) (bp) Housing quality standards grants. The amounts in the schedule
3for housing quality standards grants under s. 16.3077.
AB689-ASA1,7 4Section 7 . 20.505 (7) (bq) of the statutes is created to read:
AB689-ASA1,3,65 20.505 (7) (bq) Rental assistance for homeless veterans. The amounts in the
6schedule for the rental assistance grants awarded under s. 16.3078.
AB689-ASA1,8 7Section 8. 20.505 (7) (fn) of the statutes is created to read:
AB689-ASA1,3,108 20.505 (7) (fn) Funding for housing navigators. As a continuing appropriation,
9the amounts in the schedule for grants to continuum of care organizations under s.
1016.307 (1m).
AB689-ASA1,9 11Section 9. 49.175 (1) (f) of the statutes is amended to read:
AB689-ASA1,3,1512 49.175 (1) (f) Homeless case management services grants. For grants to shelter
13facilities under s. 16.3085, $500,000 $1,000,000 in each fiscal year. All moneys
14allocated under this paragraph shall be credited to the appropriation account under
15s. 20.505 (7) (kg).
AB689-ASA1,10 16Section 10. Nonstatutory provisions.
AB689-ASA1,3,1917 (1) GPR position authorization. The authorized FTE positions for the
18department of administration are increased by 2.0 GPR positions to carry out
19functions related to housing assistance and the alleviation of homelessness.

1(2) PR position authorization. The authorized FTE positions for the
2department of administration are increased by 1.0 PR position, to be funded from the
3appropriation under s. 20.505 (7) (kg), to carry out functions related to the homeless
4case management grant program under. s. 16.3085.
AB689-ASA1,11 5Section 11 . Fiscal changes.
AB689-ASA1,4,126 (1) Funding for homelessness prevention. In the schedule under s. 20.005 (3)
7for the appropriation to the department of administration under s. 20.505 (7) (h), the
8dollar amount for fiscal year 2023-24 is increased by $1,000,000 for the purpose of
9funding the homelessness prevention program under s. 16.303 (7). In the schedule
10under s. 20.005 (3) for the appropriation to the department of administration under
11s. 20.505 (7) (h), the dollar amount for fiscal year 2024-25 is increased by $1,000,000
12for the purpose of funding the homelessness prevention program under s. 16.303 (7).
AB689-ASA1,4,2213 (2) Funding for homelessness diversion program. In the schedule under s.
1420.005 (3) for the appropriation to the department of administration under s. 20.505
15(7) (h), the dollar amount for fiscal year 2023-24 is increased by $1,000,000 for the
16purpose of funding a homelessness diversion program, as recommended by the
17Interagency Council on Homelessness in its February, 2022, statewide action plan.
18In the schedule under s. 20.005 (3) for the appropriation to the department of
19administration under s. 20.505 (7) (h), the dollar amount for fiscal year 2024-25 is
20increased by $1,000,000 for the purpose of funding a homelessness diversion
21program, as recommended by the Interagency Council on Homelessness in its
22February, 2022, statewide action plan.
AB689-ASA1,5,623 (3) Funding to subsidize shelter facilities. In the schedule under s. 20.005
24(3) for the appropriation to the department of administration under s. 20.505 (7) (fm),
25the dollar amount for fiscal year 2023-24 is increased by $700,000 for the purpose

1of funding grants to agencies and shelter facilities for homeless individuals and
2families as provided under s. 16.308. In the schedule under s. 20.005 (3) for the
3appropriation to the department of administration under s. 20.505 (7) (fm), the dollar
4amount for fiscal year 2024-25 is increased by $700,000 for the purpose of funding
5grants to agencies and shelter facilities for homeless individuals and families as
6provided under s. 16.308.
AB689-ASA1,5,147 (4) Funding for housing assistance grants. In the schedule under s. 20.005
8(3) for the appropriation to the department of administration under s. 20.505 (7) (b),
9the dollar amount for fiscal year 2023-24 is increased by $5,000,000 for grants under
10s. 16.303 (1) (a) to persons or families of low or moderate income to defray housing
11costs. In the schedule under s. 20.005 (3) for the appropriation to the department of
12administration under s. 20.505 (7) (b), the dollar amount for fiscal year 2024-25 is
13increased by $5,000,000 for grants under s. 16.303 (1) (a) to persons or families of low
14or moderate income to defray housing costs.
AB689-ASA1,5,2115 (5) Funding for skills enhancement grants. In the schedule under s. 20.005
16(3) for the appropriation to the department of children and families under s. 20.437
17(2) (fr), the dollar amount for fiscal year 2023-24 is increased by $250,000 for the
18purposes for which the appropriation is made. In the schedule under s. 20.005 (3)
19for the appropriation to the department of administration under s. 20.437 (2) (fr), the
20dollar amount for fiscal year 2024-25 is increased by $250,000 for the purposes for
21which the appropriation is made.
