SB93-SSA1,1,2 1An Act to create 38.04 (34) and 39.381 of the statutes; relating to: grants to
2technical college and tribal college students for apprenticeship expenses.

This bill creates grant programs under which the Technical College System
Board and Higher Educational Aids Board may award grants of up to $1,500 to
technical college students and tribal college students, respectively, who have
undertaken an apprenticeship program in conjunction with their course of
instruction at the technical college or tribal college. These grants may be awarded
only to pay for the students' actual materials expenses, such as the cost of tools,
equipment, and clothing, associated with the apprenticeship program. Among the
requirements for a student to be eligible for a grant, the student must be enrolled in
the apprenticeship program in the semester in which the grant is made and in the
following semester.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

138.04 (34) Student apprenticeship grants. (a) In this subsection,
2“apprenticeship program” has the meaning given in s. 106.001 (4).
SB93-SSA1,2,83 (b) The board shall award grants to students enrolled in technical colleges who
4have undertaken an apprenticeship program in conjunction with their course of
5instruction at the technical college. Grants may be awarded only to pay for the
6students' actual materials expenses, such as the cost of tools, equipment, and
7clothing, associated with the apprenticeship program. Grants may not exceed $1,500
8per student or the student's actual materials expenses, whichever is less.
SB93-SSA1,2,109 (c) The board may not award a grant to a student under this subsection unless
10the student's application submitted to the board includes all of the following:
SB93-SSA1,2,1211 1. A recommendation form signed by the student's apprenticeship employer or
12another person in the trades.
SB93-SSA1,2,1413 2. A statement of how the award would help the student complete the student's
14apprenticeship program.
SB93-SSA1,2,1515 3. A statement signed by the student certifying all of the following:
SB93-SSA1,2,1716 a. That the student will be enrolled in the apprenticeship program in the
17following semester.
SB93-SSA1,2,2018 b. That the student will use the grant award to pay for materials expenses, such
19as the cost of tools, equipment, and clothing, that are directly related to the
20apprenticeship program.
SB93-SSA1,2,2321 (d) The board may not award a grant to a student under this subsection unless
22the board has verified the student's enrollment in the apprenticeship program in the
23semester in which the grant award is made.
SB93-SSA1,2,2524 (e) The board may not award grants under this subsection totaling more than
25$100,000 in any academic year.

1(f) The board may structure the grants awarded under this subsection to create
2incentives for completing apprenticeship programs.

SB93-SSA1,3,5 439.381 Apprenticeship grants for tribal college students. (1) In this
5section:
SB93-SSA1,3,66 (a) “Apprenticeship program” has the meaning given in s. 106.001 (4).
SB93-SSA1,3,77 (b) “Tribal college" has the meaning given in s. 39.382 (1) (d).
SB93-SSA1,3,13 8(2) The board shall award grants to students enrolled in tribal colleges who
9have undertaken an apprenticeship program in conjunction with their course of
10instruction at the tribal college. Grants may be awarded only to pay for the students'
11actual materials expenses, such as the cost of tools, equipment, and clothing,
12associated with the apprenticeship program. Grants may not exceed $1,500 per
13student or the student's actual materials expenses, whichever is less.
SB93-SSA1,3,15 14(3) The board may not award a grant to a student under this section unless the
15student's application submitted to the board includes all of the following:

1(4) The board may not award a grant to a student under this section unless the
2board has verified the student's enrollment in the apprenticeship program in the
3semester in which the grant award is made.
SB93-SSA1,4,5 4(5) The board may not award grants under this section totaling more than
5$21,000 in any academic year.
SB93-SSA1,4,7 6(6) The board may structure the grants awarded under this section to create
7incentives for completing apprenticeship programs.
