The bill appropriates to the Board of Regents (board) of the UW System for general program operations of the university system administration, in fiscal years 2011-12 and 2012-13, amounts that are reduced from the amounts appropriated in fiscal years 2010-11 and 2011-12. The bill requires the board to submit to the secretary of administration, no later than October 1, 2011, a plan specifying the board's preferences for allocating the reduction among such general program operations. The bill allows the secretary of administration to approve or modify the plan and requires the board to implement the plan as approved or modified by the secretary of administration.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 9152. Nonstatutory provisions; University of Wisconsin System.
(1) System administration general program operations.
(a) In this subsection:
1. "Board" means the Board of Regents of the University of Wisconsin System.
2. "Reduction amount" means the difference between the total amounts shown in the schedule under section 20.005 (3) of the statutes for the appropriation under section 20.285 (3) (a) of the statutes for fiscal years 2009-10 and 2010-11 and the total amounts shown in the schedule under that appropriation for fiscal years 2011-12 and 2012-13.
(b) No later than October 1, 2011, the board shall submit a plan to the secretary of administration specifying the board's preferences for allocating the reduction amount among general program operations of the university system administration. The secretary of administration may approve or modify the plan. Upon approval or modification by the secretary of administration, the board shall implement the plan as approved or modified by the secretary.
