DHS administers the Birth to Three program, which provides early intervention services for children who have not yet attained the age of three and who have significant developmental delays or are expected to have developmental delays. The state Birth to Three program complies with a federal law about early intervention programs. This bill changes the reference to the federal law that currently describes the early intervention program.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section
1. 51.44 (1m) of the statutes is amended to read:

(1m) The department is the lead agency in this state for the development and implementation of a statewide system of coordinated, comprehensive multidisciplinary programs to provide appropriate early intervention services under the requirements of
20 USC 1476 1431 to 1444.
Section
2. 51.44 (5) (c) of the statutes is amended to read:

(5) (c) Annually, submit to the chief clerk of each house of the legislature for distribution to the legislature under s. 13.172 (2) a report on the department's progress toward full implementation of the program under this section, including the progress of counties in implementing goals for participation in 5th-year requirements under
20 USC 1476 1431 to 1444.
