Under current law, a certain amount of the money received from fees charged for the issuance of birth certificates (birth certificate fees) is appropriated to the Child Abuse and Neglect Prevention Board (CANPB), for CANPB's expenses, for CANPB's administration of statewide projects, for the general program operations of CANPB's family resource center grant program, and for CANPB's technical assistance to organizations (collectively, general program operations). Also under current law, a certain amount of the money received from birth certificate fees is appropriated to CANPB for grants to organizations, for technical assistance, for the provision of child abuse and neglect prevention information and services on a statewide basis, and for family resource centers (collectively, grants to organizations).
This bill provides that any amount in the general program operations appropriation account that is unexpended and unencumbered at the close of a fiscal year is transferred to the grants to organizations appropriation account. The bill also allows CANPB to transfer, at any time, any amount in the general program operations appropriation account that is unexpended and unencumbered to the grants to organizations appropriations account.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 20.433 (1) (g) of the statutes is amended to read:
20.433 (1) (g) General program operations. From all moneys received under s. 69.22 (1m), the amounts in the schedule to be used for the expenses of the child abuse and neglect prevention board under s. 48.982 (2) and (3), for statewide projects under s. 48.982 (5), for the general program operations of the family resource center grant program under s. 48.982 (6), and for technical assistance to organizations under s. 48.982 (4) and (6). Notwithstanding s. 20.001 (3) (a), there is transferred from this appropriation account to the appropriation account under par. (h) all moneys in this appropriation account that are unexpended and unencumbered at the close of a fiscal year. The child abuse and neglect prevention board may transfer all moneys in this appropriation account that are unexpended and unencumbered to the appropriation account under par. (h) at any time.
Section 2. 20.433 (1) (h) of the statutes is amended to read:
20.433 (1) (h) Grants to organizations. All moneys received under s. 69.22 (1m), less the amounts appropriated under par. (g), and all moneys transferred from the appropriation account under par. (g), to be used for grants to organizations under s. 48.982 (4) and (6).
