Under current law, DNR administers a financial assistance program for projects that protect and improve rivers. Under current law, money is appropriated to DNR annually from the conservation fund for river protection grants. Also under current law, on June 30 of each fiscal year any unencumbered balance in this appropriation account is transferred to an appropriation account used for lake management planning grants, lake monitoring contracts, and lake management and classification grants and contracts.
This bill changes this annual appropriation to a biennial appropriation, which is expendable only for the biennium for which made, and eliminates the transfer of the unencumbered balance.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section
1. 20.370 (6) (av) of the statutes is amended to read:
20.370 (6) (av) Environmental aids — river protection; conservation fund. From Biennially, from the conservation fund, the amounts in the schedule for river protection grants and contracts under s. 281.70. Notwithstanding s. 20.001 (3) (a), on June 30 of each fiscal year the unencumbered balance in this appropriation account shall be transferred to the appropriation account under par. (ar).
