Priority for homeless children
This bill creates a two-year pilot program that gives priority to homeless children and their families, as defined under federal law, on the waiting list that WHEDA, or a public housing agency or other entity that contracts with WHEDA, maintains under the federal Housing Choice Voucher Program. Under the bill, WHEDA is required to develop policies and procedures for the pilot program.

Report on homeless children and youths
This bill requires DPI to annually submit a report to the legislature on the number of homeless children and youths in the public schools of this state. Under the bill, “homeless children and youths” is defined by reference to federal law providing homeless assistance.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 115.28 (67) of the statutes is created to read:
115.28 (67) Report on homeless children and youths. Annually, submit to the chief clerk of each house of the legislature, for distribution to the legislature under s. 13.172 (2), a report on the number of homeless children and youths, as defined in 42 USC 11434a (2), in the public schools of this state.
Section 9122. Nonstatutory provisions; Housing and Economic Development Authority.
(1) Pilot program for homeless children and youths. The Wisconsin Housing and Economic Development Authority shall develop policies and procedures for and implement a 2-year pilot program that gives priority to individuals who are included in the category of homeless children and youths, as defined in 42 USC 11434a (2), and families with at least one individual included in that category on the waiting list that the authority, or a public housing agency or other entity that contracts with the authority, maintains for vouchers under the federal housing choice voucher program.
