Penalty for late submission of reports related to general transportation aids
Under current law, DOT administers a general transportation aids program that makes transportation aid payments to counties based on a share–of–
costs formula, and to municipalities based on the greater of a share–of–costs formula or an aid rate per mile. Under the program, counties and municipalities with a population of 25,000 or more are required to file certain financial reports with DOR by July 31 each year. If a county or municipality fails to file the necessary reports by the deadline, but does file the reports within 30 days after the deadline, the amount of aid payable to that county or municipality for the following year is reduced by 1 percent for each day late, up to a maximum 10 percent reduction. If a county or municipality fails to file the necessary reports within 30 days of the deadline, the amount of aid payable to that county or municipality for the following year is reduced by 10 percent.
Under this bill, if a county or municipality fails to file the necessary reports by the specified deadline, but does provide the reports within 30 days after the deadline, the amount of aid payable to the county or municipality may not be reduced by more than $100 for each day that the necessary reports are late.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

1. 86.303 (5) (i) 3. of the statutes is created to read:
86.303 (5) (i) 3. The amount of reduction may not exceed $100 for each working day after July 31 that the financial reports are actually submitted.
