Eliminate delay of general aid payment
Under current law, DPI generally distributes state aid to school districts quarterly according to the following schedule: 1) 15 percent of a school district's total aid entitlement on the third Monday of September; 2) 25 percent on the first Monday of December; 3) 25 percent on the fourth Monday of March; and 4) 35 percent on the third Monday of June. However, under current law, the state delays paying $75,000,000 of all state aid for a school year until the fourth Monday of July after the end of the school year and reduces the amounts of all quarterly payments proportionally to reflect the delayed payment amount. This bill eliminates the delayed payment so that all state aid is paid on the regular quarterly schedule.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 121.15 (1m) (a) (intro.) and 3. of the statutes are consolidated, renumbered 121.15 (1m) (a) and amended to read:
121.15 (1m) (a) Notwithstanding subs. (1) and (1g), a portion of state aid to school districts shall be distributed as follows: 3. Beginning beginning in the 1999-2000 school year and ending in the 2020-21 school year, annually the state shall pay distribute a portion of state aid to school districts by paying to school districts, from the appropriation under s. 20.255 (2) (ac), $75,000,000 on the 4th Monday in July of the following school year.
