Primary care reimbursement under Medical Assistance
This bill requires DHS to increase the rates paid in the Medical Assistance program for primary care services. The increase is $21,110,400 in fiscal year 2023-24 and $43,040,400 in fiscal year 2024-25 as the state share of the increase, and, in addition, DHS must provide the matching federal share of payments. The bill provides, however, that the increases may apply only if DHS expands eligibility under the Medical Assistance program pursuant to the federal Patient Protection and Affordable Care Act. The Medical Assistance program is a joint federal and state program that provides health services to individuals who have limited financial resources.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 9119. Nonstatutory provisions; Health Services.
(1) Primary care reimbursement under Medical Assistance. The department of health services shall increase the Medical Assistance rates paid for primary care services by a budgeted sum of $21,110,400 as the state share of payments, and provide the matching federal share of payments, in fiscal year 2023-24, and by a budgeted sum of $43,040,400 as the state share of payments, and provide the matching federal share of payments, in fiscal year 2024-25. The increases under this subsection may apply only if the department of health services has expanded eligibility under section 2001 (a) (1) (C) of the Patient Protection and Affordable Care Act, P.L. 111-148, for the Medical Assistance program under subch. IV of ch. 49.
