ENGROSSED RESOLUTION
Relating to: the life and public service of Blair Leland Testin.
Whereas, Blair Leland Testin has faithfully served as Director of Retirement Research to the Joint Survey Committee on Retirement Systems and the Retirement Research Committee for more than 22 years; and
Whereas, Blair Testin's expertise and foresight in matters of retirement and other employe benefit plans have been vital in the analysis and development of many significant improvements in employe benefits in Wisconsin, including the merger of 3 retirement systems into the Wisconsin Retirement System, early retirement options and benefit formula improvements, creation of the deferred compensation plan, and significant improvements to the health and life insurance plans; and
Whereas, Blair Testin has achieved national recognition as a leader and expert in the field of employe benefits through his active membership on the Executive Board and Committee on Retirement Benefits Administration of the Government Finance Officers Association, the National Conference of State Legislatures, the National Council on Teacher Retirement; and
Whereas, Blair Testin has been an invaluable resource on retirement and employe benefit matters to Wisconsin organizations such as the Retirement Consortium, the Wisconsin Retired Educators Association, the Wisconsin Coalition of Annuitants, and many other organizations that have a significant stake in the Wisconsin Retirement Systems; and
Whereas, Blair Testin is a valuable member of his community because of his volunteer work with the Oakwood Lutheran Homes Association; and
Whereas, Blair Testin has been a kind, understanding and fair person to work with and is loved and admired by Debbie Turman and Debbie Breggeman, his staff of 20 years; and
Whereas, Blair Testin is a devoted husband to his wife, Pamela; a kind and loving father to his children, Sandy, Becky, Tammy and Matthew; proud and loving grandfather to his grandchildren, Blair, Cole, Logan, Bryn, Joe, Jacob and Patrick; now, therefore, be it
Resolved by the assembly, That the members of the Wisconsin Assembly thank Blair Leland Testin for his many years of faithful service to the people of the State of Wisconsin and congratulate him on his retirement; and, be it further
Resolved, That the assembly chief clerk shall provide a copy of this resolution to Blair Testin.
