1995 Senate Joint Resolution 44
ENROLLED JOINT RESOLUTION
Relating to: the life and public service of Earl D. Morton.
Whereas, Earl D. Morton was born on November 28, 1918, in Kenosha and died on October 23, 1995, in Rochester, Minnesota; and
Whereas, he graduated from Kenosha High School and Carroll College and received a law degree from Marquette University; and
Whereas, he served for 5 years in the U.S. army during World War II; rising in rank from private to captain and receiving the Purple Heart, the Presidential Citation, a battle star, the American Defense Service Ribbon, the American Theater Ribbon and the Victory Ribbon; and
Whereas, after World War II Mr. Morton practiced law in Kenosha and served on the Kenosha Common Council from 1954 to 1956; and
Whereas, he was elected to the assembly in 1956 and 1958; and
Whereas, during his first session in the assembly he was a member of the Veterans and Military Affairs Committee and during his 2nd session his grasp of issues and his abilities were recognized by appointment to the Joint Committee on Finance; and
Whereas, he was elected to the senate in 1960, served on the Governmental and Veterans Affairs Committee and the Judiciary Committee and was the chairperson of the Legislative Council's Youthful Drinking and Driving Committee; and
Whereas, Mr. Morton was appointed a Kenosha County judge during March 1965, was later elected circuit court judge and reelected twice and retired from the judiciary during 1984; and
Whereas, he was well respected and was known for his diplomatic demeanor, his articulateness and his affability; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature salute the many decades of devoted and effective public service that Earl D. Morton gave to the people of this state, express their sorrow at his death and extend their condolences to his family and friends; and, be it further
Resolved, That the senate chief clerk shall provide copies of this joint resolution to Mr. Morton's wife, Dolores; his sons, Jeffrey Morton and Dean Morton; and his daughter, Debbie VanDerwerff.
