2001 Senate Joint Resolution 22
ENROLLED JOINT RESOLUTION
Relating to: the life and public service of Daniel T. "Tom" Kelley.
Whereas, Daniel T. "Tom" Kelley was born February 17, 1930, to Daniel E. and Arthis Holm Kelley in Beloit; and
Whereas, he attended the University of Notre Dame from 1948 to 1951; completed his undergraduate studies at Fordham University in New York City; and received his law degree from the University of Wisconsin-Madison Law School in 1958; and
Whereas, he served in the United States Air Force from 1951 to 1955 and in the Wisconsin Air National Guard from 1955 to 1980, retiring as lieutenant colonel; and
Whereas, Mr. Kelley served on the Beloit City Council from 1966 to 1970; and
Whereas, he practiced law in the private sector from 1958 until he was appointed Beloit city manager in 1992; and
Whereas, he served as Beloit city attorney from 1971 to 1992 and Beloit city manager from 1992 to 1997; and
Whereas, Mr. Kelley was a member, director, and leader of many community organizations, including the Family Service Association, Beloit Economic Development Corporation, United Way, Beloit Rotary Club, Beloit Families First Council, Beloit Snappers, Diocese of Madison Catholic Cemeteries, Greater Beloit Social Justice Committee, Interfaith Caregivers Committee, and Our Lady of the Assumption Catholic Church; and
Whereas, he will be remembered for his integrity, wisdom, vision, selflessness, and tremendous energy; and
Whereas, Mr. Kelley will also be remembered for his Irish wit, limerick writing, storytelling, and friendliness, and for his devotion to his hometown, faith, and family; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature commend the devoted public service of Daniel T. "Tom" Kelley and extend condolences to his family; and, be it further
Resolved, That the senate chief clerk shall provide copies of this joint resolution to Barbara Zimmerman-Kelley, Sally Kelley, Kathy Kelley-Zanzig, Margaret Kelley, and Daniel W. Kelley.
