2003 Senate Joint Resolution 67
ENROLLED JOINT RESOLUTION
Relating to: commending President Katharine C. Lyall for her many years of dedicated service to the University of Wisconsin System and to the state of Wisconsin.
Whereas, Katharine C. Lyall began her service to higher education in Wisconsin in 1982, when she became a professor of economics and vice president for academic affairs for the University of Wisconsin System; and
Whereas, Lyall went on to serve 5 years as executive vice president of the University of Wisconsin System; and
Whereas, after serving 8 months as acting president, Lyall was named president of the University of Wisconsin System in April 1992, becoming the first female ever to serve as the system's president; and
Whereas, her tenure at the University of Wisconsin System is one of the longest of any university system president in modern times; and
Whereas, under her presidency, the University of Wisconsin System budget increased 50 percent from $2.4 billion to $3.7 billion annually, allowing an increase in services and opportunities for students; and
Whereas, President Lyall helped revitalize the University of Wisconsin System's 13 4-year campuses, as well as helping forge new partnerships with Wisconsin's technical colleges; and
Whereas, during her presidency, President Lyall made economic development throughout Wisconsin a top priority, sponsoring 4 annual economic summits since the year 2000; and
Whereas, President Lyall played an integral role in helping forge stronger ties between the 13 campuses, creating a more collaborative university system; and
Whereas, under her direction, hundreds of thousands of students have received and benefited from an exceptional education at one of the University of Wisconsin System campuses; and
Whereas, upon her retirement, President Lyall will begin a one-year appointment as a visiting senior scholar at the Carnegie Foundation for the Advancement of Teaching in Palo Alto, California; now, therefore, be it
Resolved by the senate, the assembly concurring, That the Wisconsin legislature commends President Katharine C. Lyall for her many years of dedicated service to the University of Wisconsin System and to the state of Wisconsin and wish her a long and healthy retirement; and, be it further
Resolved, That the senate chief clerk shall provide Katharine C. Lyall with a copy of this joint resolution.
