2007 Senate Joint Resolution 52
ENROLLED JOINT RESOLUTION
Relating to: David C. Mills' dedicated public service on behalf of all Wisconsin citizens, particularly the members of the Wisconsin Retirement System.
Whereas, David C. Mills was born on May 11, 1948; and
Whereas, David C. Mills, after graduating from Brookfield East High School, earned a bachelor's degree in political science and a master's degree in public policy from the University of Wisconsin-Madison; and
Whereas, David C. Mills devoted his career to Wisconsin public service, having held leadership positions at the University of Wisconsin-Madison, the Department of Health and Social Services, the Department of Employee Trust Funds, and the State of Wisconsin Investment Board; and
Whereas, at the Department of Employee Trust Funds, which administers benefits for members of the Wisconsin Retirement System (WRS), David C. Mills served as deputy secretary and chief operating officer for 12 years prior to joining the State of Wisconsin Investment Board as executive director in 2003; and
Whereas, the State of Wisconsin Investment Board invests the assets of the WRS; and under David C. Mills' leadership, the assets under management increased from $65 billion to $94 billion and benefit payments totaling approximately $10 billion were paid to 137,000 former educators and public employees; and
Whereas, the WRS has grown to become the ninth largest public pension fund and the 25th largest public or private pension fund in the world during his association with the fund; and
Whereas, David C. Mills has gained broad recognition and respect for his commitment to public service, his integrity, the quality of leadership he has provided, his helpful advice to legislators of both political parties, and his dedication to protecting the financial security of WRS participants and their families; and
Whereas, David C. Mills has not only earned the respect of Wisconsinites, but became a nationally respected leader in the public pension field having been elected by fellow administrators and trustees to serve as president of the National Council on Teacher Retirement, an organization that represents 77 public retirement systems covering the nation's 16 million educators; and
Whereas, after dedicating more than 35 years to the service of Wisconsin and its citizens, David C. Mills has announced his decision to retire; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature commend the devoted public service of David C. Mills and express their best wishes in his future pursuits; and, be it further
Resolved, That the senate chief clerk shall provide a copy of this joint resolution to David C. Mills.
