2023 Assembly Joint Resolution 80
ENROLLED JOINT RESOLUTION
Relating to: proclaiming the month of October 2023 as Breast Cancer Awareness Month.
Whereas, the National Cancer Institute estimates that 297,790 women in the United States will be diagnosed with breast cancer in 2023, comprising over 15 percent of all new cancer cases; and
Whereas, the National Cancer Institute estimates that 43,170 women in the United States will die from breast cancer in 2023, comprising over 7 percent of all cancer deaths; and
Whereas, the Centers for Disease Control and Prevention reported that 2,276 men in the United States were diagnosed with breast cancer in 2017, while 510 men died from the disease; and
Whereas, the National Cancer Institute reported that the age-adjusted incidence rate for breast cancer between 2016 and 2020 for Wisconsin women was 134.6 cases per 100,000 people each year, which was about 6 percent higher than the national incidence rate; and
Whereas, the American Cancer Society recommends that all women above the age of 45 be screened with a mammogram at least once per year; and
Whereas, the early detection and diagnosis of breast cancer can improve the odds that a person will survive breast cancer; and
Whereas, a study from the Radiological Society of North America attributed the 40 percent decline in the national female breast cancer mortality rate between 1989 and 2017 to the increased use of mammograms and improvements to treatment; and
Whereas, the Wisconsin Legislature has the opportunity to bring awareness to this vital public health issue; now, therefore, be it
Resolved by the
assembly, the senate concurring, That the members of the Wisconsin Legislature proclaim the month of October 2023 as Breast Cancer Awareness Month to promote awareness, early detection, and treatment of breast cancer.
