AB1004,1,2 1An Act ...; relating to: the youth and athlete facility of the state fair park board
2and granting bonding authority.
Analysis by the Legislative Reference Bureau
Under current law, the 1995-97 state building program authorizes a youth and
athlete facility project for the state fair park board. The total authorization for the
project, from all funding sources, is $15,000,000. Of this $15,000,000, $5,000,000 is
to be financed by general fund supported borrowing, $5,000,000 is to be financed by
program revenue supported borrowing and $5,000,000 is to be financed by gifts,
grants and other receipts. This bill decreases the total authorization for the project
from $15,000,000 to $13,000,000. Under the bill, the entire $13,000,000
authorization for the project is to be financed with general fund supported
borrowing. The bill also modifies the bonding authorizations for the state fair park
board to reflect this change by decreasing the state fair park board's bonding
authorization for self-amortizing facilities from $32,850,000 to $27,850,000 and by
increasing the state fair park board's bonding authorization for housing facilities
from $5,000,000 to $13,000,000.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1004, s. 1 3Section 1. 20.866 (2) (zy) of the statutes, as created by 1995 Wisconsin Act 27,
4is amended to read:
AB1004,2,25 20.866 (2) (zy) State fair park board; housing facilities. From the capital
6improvement fund, a sum sufficient to the state fair park board to construct, acquire,

1develop, enlarge or improve housing facilities at the state fair park in West Allis. The
2state may contract public debt not to exceed $5,000,000 $13,000,000 for this purpose.

4is amended to read:
AB1004,2,95 20.866 (2) (zz) State fair park board; self-amortizing facilities. From the
6capital improvement fund, a sum sufficient to the state fair park board to acquire,
7construct, develop, enlarge or improve facilities at the state fair park in West Allis.
8The state may contract public debt not to exceed $32,850,000 $27,850,000 for this
9purpose.

15$5,000,000 to $13,000,000 and the appropriate totals are adjusted accordingly.
