AB1099,1,3 1An Act to amend 29.09 (9m) (b); and to create 29.092 (2) (ky) and 29.1075 (2m)
2of the statutes; relating to: issuing bonus deer hunting permits to certain
3landowners and granting rule-making authority.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) may issue bonus
deer hunting permits to residents and nonresidents who hold licenses that authorize
the hunting of deer. This allows the holder to kill an additional deer of the sex or type
authorized by DNR. Under current law, applicants for these permits must pay a fee
for the permit, plus an application processing fee. Under this bill, if DNR determines
that the number of bonus deer hunting permits available for a deer management
area in a season will exceed the number of applications submitted for the permits,
DNR by rule may authorize the issuance of additional bonus deer hunting permits
for free to residents of this state who own at least 50 acres of land that are located
in whole or in part in the deer management area and who have been already been
issued and have paid the fees for one such permit for that season.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1099, s. 1 4Section 1. 29.09 (9m) (b) of the statutes, as created by 1995 Wisconsin Act 27,
5is amended to read:
AB1099,2,66 29.09 (9m) (b) If a person applies jointly for a hunter's choice deer hunting
7permit and a bonus deer hunting permit, the person shall pay a single processing fee.

1A person who applies for a bonus deer hunting permit is exempt from paying an
2additional processing fee if the person has already applied for a hunter's choice deer
3hunting permit for the same season. If the department authorizes the issuing of
4more than one bonus deer hunting permit to a person in a single season under s.
529.1075 (2) or (2m), the person is exempt from paying an additional processing fee
6for an application for the 2nd or subsequent bonus deer hunting permit.
AB1099, s. 2 7Section 2. 29.092 (2) (ky) of the statutes is created to read:
AB1099,2,108 29.092 (2) (ky) Resident landowner bonus deer hunting permit. There is no fee
9for a bonus deer hunting permit issued to a resident landowner under s. 29.1075
10(2m).
AB1099, s. 3 11Section 3. 29.1075 (2m) of the statutes is created to read:
AB1099,2,1712 29.1075 (2m) Resident landowners. If the department determines that for a
13deer management area the number of available bonus deer hunting permits for a
14single season will exceed the number of applications submitted, the department may
15authorize by rule the issuance of one or more bonus deer hunting permits to a
16resident without the resident having to pay any fee, including any processing fee, if
17the resident meets all of the following requirements:
AB1099,2,2018 (a) The resident is an owner of record or a vendee under a land contract for at
19least 50 acres in one parcel that is located in whole or in part in the deer management
20area.
AB1099,2,2321 (b) The resident has been issued one bonus deer hunting permit for that season
22and for that deer management area for which the resident has paid the fee specified
23under s. 29.092 (2) (ku).
