AB139,1,3 1An Act to create 49.02 (14) and 49.19 (2) (e) of the statutes; relating to:
2fingerprinting applicants for and recipients of general relief and aid to families
3with dependent children.
Analysis by the Legislative Reference Bureau
This bill permits general relief agencies to require a person to provide a
fingerprint from 2 fingers as a condition of receiving general relief. In addition, the
bill requires the department of health and social services (DHSS) to seek federal
approval of a requirement that applicants for, and recipients of, aid to families with
dependent children (AFDC) provide a fingerprint from 2 fingers as a condition of
receiving AFDC. If federal approval is received, the bill specifies that DHSS must
require applicants for and recipients of AFDC to provide these fingerprints.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB139, s. 1 4Section 1. 49.02 (14) of the statutes is created to read:
AB139,1,75 49.02 (14) A general relief agency may take a fingerprint from 2 fingers of an
6applicant for or recipient of general relief. A general relief agency may deny or
7terminate general relief benefits if a person refuses to provide the fingerprints.
AB139, s. 2 8Section 2. 49.19 (2) (e) of the statutes is created to read:

149.19 (2) (e) The department shall request a change in the state plan for aid
2and services under 42 USC 602 and any necessary waivers from the federal
3department of health and human services to allow the department to require persons
4applying for or receiving aid under this section to provide a fingerprint from 2 fingers
5as a condition of receiving the aid. If the change in the state plan and any necessary
6waivers are approved and in effect, the department shall require a person applying
7for or receiving aid under this section to provide these fingerprints as a condition of
8receiving aid.
