AB156,1,3 1An Act to amend 45.396 (7) (a) (intro.) and 45.396 (7) (b) of the statutes; relating
2to:
income eligibility for the veterans correspondence courses and part-time
3classroom study program.
Analysis by the Legislative Reference Bureau
Under current law, a veteran may be eligible to receive a grant from the
department of veterans affairs to pay for the cost of a correspondence course or for
part-time classroom study if the income of the veteran and his or her spouse is less
than the statutory maximum. As of July 1, 1994, that maximum is $47,500 plus $500
for each dependent in excess of 2. Under this bill, only the income of the veteran is
used when determining eligibility for a grant.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB156, s. 1 4Section 1. 45.396 (7) (a) (intro.) of the statutes is amended to read:
AB156,1,85 45.396 (7) (a) (intro.) No veteran may receive a grant under this section if the
6department determines, after disregarding any payment described under s. 45.85,
7that the income of the veteran and his or her spouse exceeds $500 for each dependent
8in excess of 2 dependents plus whichever of the following applies:

145.396 (7) (b) In determining eligibility for grants under this section, the
2department shall verify all reported income amounts by contacting the employer
3designated by the veteran or spouse, securing a copy of their the veteran's prior year's
4income tax returns return or obtaining a profit and loss statement from the veteran
5for at least 6 of the 12 months immediately preceding the loan application date. The
6income of the veteran's spouse shall not be considered when determining eligibility
7for a grant under this section.

AB156,2,11 9(1)  This act first applies to applications for a grant for reimbursement of the
10costs of a correspondence course or part-time classroom study submitted to the
11department of veterans affairs on the effective date of this subsection.
