AB19,1,2 1An Act to create 36.11 (27) of the statutes; relating to: ethnic studies courses
2at the University of Wisconsin System.

This bill directs the board of regents of the University of Wisconsin System to
ensure that any institution or 2-year center within the system that requires
students to take an ethnic studies course in order to receive a degree prepares a
mission statement explaining the goals of the requirement. In addition, using an
evaluation instrument that must be developed by the board of regents and that does
not require students to reveal personally identifiable information, the institution or
center must evaluate the students enrolled in each course that satisfies the
requirement at the beginning and end of the semester to determine whether the
students have changed their attitudes about ethnic groups or minorities. Finally, the
bill directs the board of regents to submit an annual report to the legislature. The
report must include the mission statements, all of the data collected as a result of the
evaluations conducted in the previous academic year and an explanation of the data.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB19, s. 1 3Section 1. 36.11 (27) of the statutes is created to read:
AB19,1,64 36.11 (27) Ethnic studies. (a) The board shall ensure that any institution or
5center that requires students to take a course in ethnic studies in order to receive a
6degree prepares a mission statement explaining the goals of the requirement.

1(b) Using an evaluation instrument developed by the board that does not
2require students to reveal personally identifiable information, the institution or
3center shall evaluate the students enrolled in each course satisfying the requirement
4at the beginning and end of the semester to determine whether the students have
5changed their attitudes about ethnic groups or minorities.
AB19,2,106 (c) Annually by July 31, the board shall submit a report to the appropriate
7standing committees of the legislature under s. 13.172 (3). The report shall include
8the mission statement prepared by each institution or center under par. (a), all of the
9data collected as a result of the evaluations conducted in the previous academic year
10and an explanation of the data.
