AB201,1,3 1An Act to amend 20.143 (1) (c); and to repeal and recreate 20.143 (1) (c) of the
2statutes; relating to: a training and employment services grant for employes
3being laid off from a business and making an appropriation.

This bill authorizes the department of development to make a grant of up to
$480,000 to the private industry council serving Milwaukee County for a program
to provide workers who are being laid off by Briggs and Stratton Corporation in
Wauwatosa, which is in Milwaukee County, with job training and related
employment services. The grant may be made only if the private industry council
submits a plan detailing the proposed use of the grant proceeds and the secretary of
development approves it. No grant proceeds may be paid after June 30, 1997. If it
receives a grant, the private industry council must submit a report on the use of the
grant proceeds within 6 months after the proceeds are spent.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB201, s. 3 10Section 3 . Nonstatutory provisions.
AB201,2,11 11(1)  Labor training and services grant.
AB201,2,17 12(a)  The department of development may make a grant of not more than
13$480,000 from the appropriation under section 20.143 (1) (c) of the statutes, as
14affected by this act, to the private industry council serving Milwaukee County to fund
15a labor training and employment services program to provide employes of Briggs and
16Stratton Corporation who are being laid off from the facility in Wauwatosa with job
17training and related employment services, if all of the following apply:
AB201,2,20 181.  The private industry council submits a plan to the department of
19development detailing the proposed use of the grant and the secretary of
20development approves the plan.
AB201,2,23 212.  The private industry council enters into a written agreement with the
22department of development that specifies the conditions for use of the grant
23proceeds, including reporting and auditing requirements.

13.  The private industry council agrees in writing to submit to the department
2of development the report required under paragraph (b) by the time required under
3paragraph (b) .
AB201,3,7 4(b)  If the private industry council serving Milwaukee County receives a grant
5under this subsection, it shall submit to the department of development, within 6
6months after spending the full amount of the grant, a report detailing how the grant
7proceeds were used.
AB201,3,9 8(c)  The department of development may not pay grant proceeds under this
9subsection after June 30, 1997.
AB201, s. 4 10Section 4. Effective dates. This act takes effect on the day after publication,
11except as follows:
AB201,3,13 12(1) The repeal and recreation of section 20.143 (1) (c) of the statutes takes effect
13on July 1, 1995, or on the day after publication, whichever is later.
