This bill provides that, beginning on July 1, 1996, the state superintendent of
public instruction may not issue or renew a license to teach in grades kindergarten
to 6 unless the applicant demonstrates competency in the method of reading
instruction known as intensive stystematic phonics, as well as other methods of
reading instruction.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB237,1,94 118.19 (11) Beginning on July 1, 1996, the state superintendent may not issue
5or renew a license to teach in grades kindergarten to 6 unless the applicant
6demonstrates competency in intensive systematic phonics and other methods of
7reading instruction. In this subsection, "intensive systematic phonics" means a
8method of teaching beginners to read and pronounce words by learning the phonetic
9value of letters, letter groups and syllables.
