AB271,1,3 1An Act to renumber and amend 611.11 (4); to amend 66.18 and 611.23 (2); and
2to create 611.11 (4) (a) and 611.11 (4) (b) 1. to 3. of the statutes; relating to:
3municipal insurance mutuals.
Analysis by the Legislative Reference Bureau
Under current law, the state or any municipality may procure risk management
services and liability insurance covering the state or municipality and its officers,
agents and employes. A municipality may procure risk management services and
liability coverage through a municipal insurance mutual. Also under current law,
any number of municipalities or associations of municipalities may organize a
municipal insurance mutual to provide risk management services and liability
insurance for its members. This bill defines municipality as any county, city, village,
town, school district, sewer district, drainage district or other political subdivision
of the state. The bill authorizes a municipal insurance mutual to provide worker's
compensation insurance for its members in addition to liability insurance and risk
management services. The bill authorizes the state or any municipality to procure
worker's compensation insurance covering officers and employes of the state or
municipality and authorizes a municipality to procure the worker's compensation
insurance through a municipal insurance mutual.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB271, s. 1 4Section 1. 66.18 of the statutes is amended to read:

166.18 (title) Liability and worker's compensation insurance. The state,
2or any municipality as defined in s. 345.05 (1) (c), is empowered to procure risk
3management services and liability insurance covering the state or municipality and
4its officers, agents and employes and worker's compensation insurance covering
5officers and employes of the state or municipality
. A municipality may participate
6in and pay the cost of risk management services and liability and worker's
7compensation
insurance through a municipal insurance mutual organized under s.
8611.23.
