AB324,1,2 1An Act relating to: directing the legislative fiscal bureau to study school district
2costs.
Analysis by the Legislative Reference Bureau
This bill directs the legislative fiscal bureau to conduct a study to determine the
total statewide school district cost, the average school district cost and the cost in
each school district, for the most recent school year, of regular curriculum activities,
handicapped education, pupil support services, administrative services and pupil
transportation. The bureau must also determine various information about each
school district's special education program and pupil transportation activities, as
well as the amount spent by each school district in excess of the amount spent by the
school district for the required, specified activities. Within 90 days after publication
of this act, the bureau must report its findings to the governor, the secretary of
administration and the legislature. The report must include the bureau's
recommendations for changes to the state school aid formula necessary to equalize
school district spending for the specified, required activities.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB324, s. 1 3Section 1. Nonstatutory provisions; legislative fiscal bureau study
and report.
AB324,2,2 4(1) The legislative fiscal bureau shall conduct a study to determine the total
5statewide school district cost, the average school district cost and the cost in each

1school district, for the most recent school year for which data is available, for each
2of the following that are required by law: 
AB324,2,3 3(a)  Regular curriculum activities.
AB324,2,4 4(b)  Handicapped education.
AB324,2,5 5(c)  Pupil support services.
AB324,2,6 6(d)  Administrative services.
AB324,2,7 7(e)  Pupil transportation.
AB324,2,10 8(2)  As part of the study under subsection (1) , the legislative fiscal bureau shall
9also determine all of the following for each school district for the most recent school
10year for which data is available:
AB324,2,13 11(a)  The number of miles that pupils were transported, the number of pupils
12transported and the number of pupils transported outside their school district of
13residence under subchapter VI of chapter 121 of the statutes.
AB324,2,19 14(b)  The number of children with exceptional educational needs who were
15included in regular education classes for the majority of their instructional time, the
16number of children with exceptional educational needs who were not included in
17regular education classes for the majority of their instructional time, the number of
18children with exceptional educational needs who were transported for special
19education services and the number of miles that such pupils were transported.
AB324,2,21 20(c)  The amount spent by the school district in excess of the amount determined
21for that school district under subsection (1) .
AB324,3,2 22(3)  The legislative fiscal bureau shall submit a report to the governor, the
23secretary of administration and the legislature by the 90th day after the date of
24publication. The report shall describe the bureau's findings and shall include the

1bureau's recommendations for changes to the state school aid formula necessary to
2equalize school district spending for the purposes specified under subsection (1) .
