AB330,1,3 1An Act to amend 341.08 (2) (c), 341.11 (1), 341.17 (2), 341.335 (title) and 341.335
2(2); and to create 341.335 (1m) of the statutes; relating to: vehicle color and
3motor vehicle registration and providing a penalty.
Analysis by the Legislative Reference Bureau
Under current law, an applicant for registration of a motor vehicle must provide
a description of the vehicle, including the vehicle's make, model and identification
number. Current law requires the department of transportation (DOT) to compile
a list of new automobiles and motor trucks being registered for the first time after
purchase from a motor vehicle dealer.
This bill requires that the color of any vehicle having a gross weight of not more
than 8,000 pounds be included in an application for vehicle registration. A vehicle
registrant required to include the vehicle color in an application for registration must
notify DOT within 10 days if the color of the vehicle is changed. The bill also requires
that the vehicle color be included in a compiled registration list of new vehicles.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB330, s. 1 4Section 1. 341.08 (2) (c) of the statutes is amended to read:
AB330,2,25 341.08 (2) (c) A description of the vehicle, including make, model, color,
6identification number and any other information which the department may
7reasonably require for proper identification of the vehicle. A vehicle registered at a

1gross weight exceeding 8,000 pounds is not required to include the vehicle color in
2the description of the vehicle.
AB330, s. 2 3Section 2. 341.11 (1) of the statutes is amended to read:
AB330,2,114 341.11 (1) Except as provided in sub. (2) the department upon registering a
5vehicle shall issue and deliver to the owner a certificate of registration. The
6certificate shall contain the name, residence and address of the owner ,; a brief
7description of the vehicle, including its color; the registration number assigned; and
8the date of expiration of registration. The certificate shall be in such form and may
9contain such additional information as the department deems advisable. A
10certificate for a vehicle registered at a gross weight of more than 8,000 pounds is not
11required to include the vehicle color in the description of the vehicle.
AB330, s. 3 12Section 3. 341.17 (2) of the statutes is amended to read:
AB330,2,2113 341.17 (2) The department shall compile a list by counties of new automobile
14and motor truck registrations. Registrations for other new vehicles may be included
15if deemed necessary by the department. Such lists shall be compiled at such
16intervals during the month as is deemed necessary by the department but the final
17list compiled each month shall include the listing of the last day of the month. Such
18list shall contain only those vehicles being registered for the first time after sale by
19a dealer. Such list shall contain the name and address of the owner, the make, body
20type, color and identification number of the vehicle, the dealer license number, if such
21dealer is registered in this state, and the date of sale.

AB330, s. 5 25Section 5. 341.335 (1m) of the statutes is created to read:

1341.335 (1m) Whenever the color of a motor vehicle registered in this state
2changes from the color specified in an application for original or renewal registration,
3the applicant or registrant shall, within 10 days, notify the department in writing
4of the old and new vehicle color and of the registration plate number for that vehicle.
5This subsection does not apply to any owner of a motor vehicle registered at a gross
6weight of more than 8,000 pounds.
AB330, s. 6 7Section 6. 341.335 (2) of the statutes is amended to read:
AB330,3,98 341.335 (2) Any person who fails to comply with any of the requirements of sub.
9(1) or (1m) may be required to forfeit not more than $50.
AB330, s. 7 10Section 7. Initial applicability.
AB330,3,12 11(1)  This act first applies to applications for registration of vehicles filed on the
12effective date of this subsection.
AB330, s. 8 13Section 8. Effective date.
AB330,3,14 14(1) This act takes effect on January 1, 1997.
