AB510,1,3 1An Act to amend 101.96; and to create 101.91 (3) and 101.92 (1m) of the
2statutes; relating to: standards for pier construction of new manufactured
3homes and granting rule-making authority

Under current law, the department of industry, labor and human relations
(DILHR) regulates the manufacture and construction of manufactured homes. A
manufactured home is a transportable structure that, when in traveling mode,
measures 8 feet or more in width or 40 feet or more in length or, when constructed,
measures 320 or more square feet. A manufactured home may have as its foundation
a basement, a crawl space, a floating slab or a pier. Currently, DILHR sets
installation standards with respect to basements, crawl spaces and floating slabs.
This bill directs DILHR to promulgate rules that specify minimum installation
standards for piers of new manufactured homes. The bill also modifies the
composition of the advisory committee that reviews and makes recommendations
regarding rules and standards promulgated by DILHR with respect to manufactured
homes and mobile homes. The bill increases the membership of the committee to
include 2 manufacturers of manufactured homes, 2 members representing pier
installers, one member representing mobile home park licensees and one more
member representing the public interest.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1101.91 (3) "Mobile home park" has the meaning given in s. 66.058 (1) (e).
AB510, s. 2 2Section 2. 101.92 (1m) of the statutes is created to read:
AB510,2,73 101.92 (1m) Shall promulgate rules prescribing minimum installation
4standards for pier installation of new manufactured homes. The rules shall be
5consistent with the standards for pier installation established by the American
6National Standards Institute and the manufactured housing industry trade
7organizations.
AB510, s. 3 8Section 3. 101.96 of the statutes is amended to read:
AB510,2,20 9101.96 Advisory committee. The department shall appoint an advisory
10committee of 5 11 members to review the rules and standards for manufactured
11homes and mobile homes and for pier installation of new manufactured homes and
12recommend changes. The committee shall be composed of 2 members representing
13the manufactured home or mobile home industry, 2 public 2 manufacturers of
14manufactured homes, 2 members representing pier installers, one member
15representing mobile home park licensees, 3
members representing the public
16interest
and one member from the department. The committee shall submit an
17annual report to the department and to the department of health and social services.
18The annual report shall include recommended changes in this subchapter reflecting
19amendments to 42 USC 5401 to 5425 and rules and regulations issued under 42 USC
205401
to 5425.
