Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) may issue special
distinguishing motor vehicle registration plates to active duty, retired, reserve or
veteran members of the U.S. armed services, to U.S. veterans of foreign wars and
other military operations and to recipients of certain U.S. military honors. While
motor vehicle registration plates are generally not transferable, the surviving spouse
of a person issued special distinguishing motor vehicle registration plates
identifying the person as a former prisoner of war may apply to DOT to retain the
registration plates or to have the registration plates reissued to the surviving spouse.
This bill makes any of the special distinguishing motor vehicle registration
plates associated with a branch of the U.S. armed services or with an organization
that is military in nature, except disabled veteran plates, transferable to the
surviving spouse.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1341.14 (8) If a registration special plate for a group associated with a branch
2of the armed services or otherwise military in nature
has been issued to a person
3under par. sub. (6) (a), upon application by the surviving spouse of the person, the
4department may permit the surviving spouse to retain the plate. If the plate has
5been returned to the department or surrendered to another state, the department
6may reissue the plate to the surviving spouse. The department shall charge an
7additional fee of $10 to reissue the plate. This subsection does not apply to a special
8plate issued under s. 341.14 (1) or (1r).
