AB587,1,4 1An Act to renumber and amend 15.91; and to create 14.017 (3) and 36.08 of
2the statutes; relating to: the appointment to the board of regents of the
3University of Wisconsin System and creating a board of regents nominating
4council.
Analysis by the Legislative Reference Bureau
Under current law, the board of regents of the University of Wisconsin (UW)
System consists of the state superintendent of public instruction, the president or
another member of the technical college system board, 14 citizen members appointed
for 7-year terms and one UW student appointed for a 2-year term. Members
appointed for specific terms are appointed by the governor with the advice and
consent of the senate.
This bill creates a board of regents nominating council consisting of one faculty
member, one academic staff member, one student, one person appointed by the
president of the UW system and 3 persons appointed by the governor. When
vacancies occur on the board of regents, the nominating council must submit to the
governor the names of at least 3 but not more than 5 persons for possible
appointment to the board. The governor must nominate one of the persons.
The bill also reduces the length of terms of the 14 citizen members of the board
of regents from 7 years to 5 years.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB587, s. 1 5Section 1. 14.017 (3) of the statutes is created to read:

114.017 (3) Board of regents nominating council. (a) Definitions. In this
2subsection:
AB587,2,33 1. "Academic staff" has the meaning given in s. 36.05 (1).
AB587,2,44 2. "Center" has the meaning given in s. 36.05 (4).
AB587,2,55 3. "Faculty" has the meaning given in s. 36.05 (8).
AB587,2,66 4. "Institution" has the meaning given in s. 36.05 (9).
AB587,2,77 5. "Student" has the meaning given in s. 36.05 (11).
AB587,2,98 (b) Membership. There is created in the office of the governor a board of regents
9nominating council consisting of all of the following:
AB587,2,1110 1. One faculty member appointed by the faculty senate presidents of each
11institution and center.
AB587,2,1312 2. One academic staff member appointed by the academic staff councils of each
13institution and center.
AB587,2,1514 3. One student appointed by the presidents of the elected student governments
15of each institution and center.
AB587,2,1716 4. One person appointed by the president of the University of Wisconsin
17System.
AB587,2,1818 5. Three persons appointed by the governor.
AB587,2,2319 (c) General provisions. 1. Members of the nominating council appointed under
20this subsection shall serve 2-year terms. Section 15.09 (4), (6) and (8) applies to the
21council. Section 15.09 (2) and (3) applies to the council except that the governor shall
22appoint the chairperson of the council from among the council members and the
23council is not required to meet at least annually.

4(intro.) There is created a board of regents of the university of Wisconsin system
5consisting of the all of the following:
AB587,3,6 6(1) The state superintendent of public instruction , the.
AB587,3,8 7(2) The president, or by his or her designation another member, of the technical
8college system board and 14.
AB587,3,10 9(3) Fourteen citizen members appointed for staggered 7-year 5-year terms,

AB587,3,19 11(4) A student enrolled at least half-time and in good academic standing at an
12institution or center within the university of Wisconsin system who is at least 18
13years old and a resident of this state, appointed for a 2-year term. The student
14member may be selected from recommendations made by elected representatives of
15student governments at institutions and centers within the university of Wisconsin
16system.
The governor may not appoint a student member from the same institution
17or center in any 2 consecutive terms. If the student member loses the status upon
18which the appointment was based, he or she shall cease to be a member of the board
19of regents.
AB587, s. 3 20Section 3. 36.08 of the statutes is created to read:
AB587,4,2 2136.08 Board of regents nominating council. (1) At least 30 days before
22the term of a board member appointed under s. 15.91 (3) or (4) is scheduled to expire,
23or not more than 90 days after a vacancy on the board under s. 15.91 (3) or (4) occurs,
24whichever is applicable, the board of regents nominating council shall submit to the

1governor the names of at least 3 but not more than 5 persons for possible
2appointment to the board under s. 15.91 (3) or (4).
AB587,4,4 3(2) Within 30 days after receiving the list of names under sub. (1), the governor
4shall nominate one of the persons from the list to the board.
AB587,4,9 5(3) Persons recommended by the nominating council for nomination to the
6board shall reflect the diversity of this state, represent all geographical regions of
7this state, be knowledgeable about higher education and the system, including the
8mission of the system, and be involved with public instruction and higher education
9in this state.
AB587, s. 4 10Section 4. Nonstatutory provisions; University of Wisconsin System.
AB587,4,14 11(1) Notwithstanding section 15.91 of the statutes, as affected by this act,
12members of the board of regents of the University of Wisconsin System serving on
13the effective date of this subsection shall continue to serve for the terms for which
14they were appointed.
