Analysis by the Legislative Reference Bureau
Under current law, the governor's council on workforce excellence must submit
to the secretary of administration, by January 15, 1996, a plan that realigns the
substate boundaries for the local administration of employment education programs
so that those boundaries are contiguous with the boundaries of the technical college
districts. This bill eliminates the requirement that those boundaries be contiguous
with the boundaries of the technical college districts. Instead, the bill requires that
those boundaries not split a county and that the governor's council on workforce
excellence, in devising the plan, give priority to maintaining current working
partnerships between counties. The bill also pushes back the date by which the plan
must be submitted to July 1, 1996.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

. No later than January 15 July 1, 1996, the governor's council on
7workforce excellence under section 15.227 (24) of the statutes, as created by this act,
8shall submit to the secretary of administration a plan that realigns the boundaries

1of the service delivery areas under 29 USC 1511, the public employment office
2districts under 29 USC 49 to 49n and any other substate boundaries for the local
3administration of employment and education programs so that those boundaries are
4contiguous with the boundaries of the technical college districts under section 38.06
5of the statutes
. Under the plan, a substate employment and education boundary may
6not split a technical college district but may, however, include more than one
7technical college district
county. In devising the plan, the governor's council on
8workforce excellence shall give priority to maintaining current working
9partnerships between counties
.
