AB814,1,3 1An Act to amend 5.15 (2) (f) (intro.); and to create 5.15 (2) (dm) of the statutes;
2relating to: exemption of certain wards established by cities from minimum
3population requirements.

Currently, with certain exceptions, each municipality must divide itself into
wards to facilitate the administration of elections following each federal decennial
census of population. With certain exceptions, each ward must meet statutory
standards for minimum and maximum population, which vary with the population
of the municipality making the division.
This bill creates an exception to the minimum population requirements for
wards which permits a city to establish a ward below the prescribed minimum
population pertaining to wards in that city whenever the ward is established in a
reasonable manner to facilitate the creation of aldermanic districts of equal
population.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB814, s. 1 4Section 1. 5.15 (2) (dm) of the statutes is created to read:
AB814,1,75 5.15 (2) (dm) Any city may establish a ward below the prescribed minimum
6population for the applicable range whenever the ward is established in a reasonable
7manner to facilitate creation of aldermanic districts of equal population.

15.15 (2) (f) (intro.) Notwithstanding par. (b), any city, village or town
2municipality may establish a ward below the prescribed minimum population for the
3applicable range whenever the proposed ward is established under par. (a), (d), (dm)
4or (e) or whenever the proposed ward contains solely:

AB814,2,7 6(1) This act first applies with respect to decennial ward plans adopted in
7response to the 2000 decennial census of population.
