AB854,1,2 1An Act to amend 16.46 (1) and (2) of the statutes; relating to: the contents of
2the state budget compilation and state budget report.

Currently, the secretary of administration prepares a budget compilation by
November 20 of each even-numbered year and a state budget report for delivery with
the governor's budget message no later than the last Tuesday in January of each
odd-numbered year (unless a later date is requested by the governor and approved
by joint resolution of the legislature). The compilation and report are furnished to
each legislator and legislator-elect. The compilation and report must include a
summary of the actual and estimated receipts of state government in all operating
funds under existing laws during the current and succeeding fiscal bienniums and
a summary of the actual and estimated disbursements of state government from all
operating funds during the current fiscal biennium, the requests of state agencies for
the succeeding fiscal biennium and in the case of the state budget report, the
recommendations of the governor for the succeeding fiscal biennium.
This bill changes the compilation and report to include a summary of the actual
and estimated receipts of state government in all operating funds under existing
laws during the current fiscal biennium and the 3 fiscal years following that
biennium, as well as a summary of the actual disbursements of state government
from all operating funds during the current fiscal biennium to the latest date
available at the time of submission of the report, the estimated disbursements from
all operating funds under existing laws during the current fiscal biennium and the
3 fiscal years following that biennium, the requests of state agencies for
disbursements to be made in the succeeding fiscal biennium and in the case of the
budget report, the recommendations of the governor for disbursements to be made
by state agencies in the succeeding fiscal biennium.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

5classified so as to show the receipts by funds, organization units and sources of
6income;

8operating funds during the current fiscal biennium to the latest date available at the
9time of submission of the report, the
estimated disbursements of the state
10government from all operating funds under existing laws during the current fiscal
11biennium and the 3 fiscal years following that fiscal biennium of the requests of
12agencies for disbursements to be made in the succeeding fiscal biennium and the
13recommendations of the governor for disbursements to be made by agencies in the
14succeeding fiscal biennium;
