AB855,1,2 An Act to amend 36.11 (6) (c), 38.04 (7m) and 39.285 of the statutes; relating to: proposed formulae for awarding higher education grants.

Analysis by the Legislative Reference Bureau

Current law directs the department of education (DOE) to administer a grant program for postsecondary resident students enrolled at least half-time in accredited institutions of higher education in this state. By April 10, 1996, and annually thereafter, the board of regents of the University of Wisconsin System, the state technical college system board and the Wisconsin Association of Independent Colleges and Universities must develop and submit to the education commission proposed formulae for the awarding of such grants for the upcoming academic year. By May 1, 1996, and annually thereafter, the education commission must approve, modify or disapprove any proposed formula submitted by the board of regents, the state technical college system board and the Wisconsin Association of Independent Colleges and Universities.

This bill changes the above dates to March 19 and April 1, respectively.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB855, s. 1 Section 1. 36.11 (6) (c) of the statutes, as created by 1995 Wisconsin Act 27, is amended to read:

AB855,2,2 36.11 (6) (c) By April 10 March 19, 1996, and annually thereafter, the board shall develop and submit to the education commission for its review under s. 39.285 (1) a proposed formula for the awarding of grants under s. 39.435, except for grants awarded under s. 39.435 (2) or (5), for the upcoming academic year to students enrolled in the system.

AB855, s. 2 Section 2. 38.04 (7m) of the statutes, as created by 1995 Wisconsin Act 27, is amended to read:

AB855,2,9 38.04 (7m) Financial aids. By April 10 March 19, 1996, and annually thereafter, the board shall develop and submit to the education commission for its review under s. 39.285 (1) a proposed formula for the awarding of grants under s. 39.435, except for grants awarded under s. 39.435 (2) or (5), for the upcoming academic year to students enrolled in the technical colleges.

AB855, s. 3 Section 3. 39.285 of the statutes, as created by 1995 Wisconsin Act 27, is amended to read:

AB855,2,15 39.285 Education commission review of proposed formulae. (1) By May April 1, 1996, and annually thereafter, the education commission shall approve, modify or disapprove any proposed formula for the awarding of grants for the upcoming academic year submitted under sub. (2) or s. 36.11 (6) (c) or 38.04 (7m).

AB855,2,20 (2) By April 10 March 19, 1996, and annually thereafter, the Wisconsin Association of Independent Colleges and Universities shall develop and submit to the education commission for its review under sub. (1) a proposed formula for the awarding of grants under s. 39.30 for the upcoming academic year to students enrolled at private institutions of higher education.
