AB885,1,3 1An Act to amend 121.15 (3m) (a) 2.; and to create 20.255 (2) (ae) and 121.082
2of the statutes; relating to: distribution of additional school aid to certain
3school districts and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill makes additional state school aid available to school districts in which
both of the following occur: 1) in the previous school year, the net cost of the school
district's general fund divided by the school district's student membership is less
than the statewide average; and 2) in the previous school year, the equalized value
of the school district (that is, the full value of the taxable property in the territory of
the school district) divided by the school district's student membership was less than
the statewide average. Under the bill, the state is required to pay an eligible school
district the amount necessary to ensure that the net cost of the school district's
general fund divided by the school district's student membership is equal to the
statewide average.
In addition, under current law, the legislative fiscal bureau (LFB) and the
department of administration (DOA) are annually required to certify to the joint
committee on finance the amount necessary to fund the school aid formula so as to
have the sum of state school aids and the school level credit equal 66.7% of partial
school revenues. The bill provides that the amount the state is required to pay an
eligible school district to ensure that the net cost of the school district's general fund
divided by the school district's student membership is equal to the statewide average
may not be included in this calculation by the LFB and DOA of state school aid.

AB885,2,8 7121.082 Equity aid. (1) A school district is eligible for equity aid under this
8section if all of the following apply:
AB885,2,109 (a) In the previous school year, the net cost of the general fund divided by its
10membership was less than the statewide average.
AB885,2,1211 (b) In the previous school year, the equalized value of the school district divided
12by its membership was less than the statewide average.
AB885,2,16 13(2) From the appropriation under s. 20.255 (2) (ae), beginning in the 1996-97
14school year, the state shall pay to each school district eligible for aid under this
15section the amount necessary to ensure that the net cost of the school district's
16general fund divided by its membership is equal to the statewide average.
