AB886,1,3 1An Act to create 20.255 (2) (ae) and 121.082 of the statutes; relating to:
2distribution of additional school aid to certain school districts and making an
3appropriation.

This bill makes additional state school aid available to school districts in which
both of the following occur: 1) in the previous school year, the net cost of the school
district's general fund divided by the school district's student membership is less
than 92% of the statewide average; and 2) in the previous school year, the equalized
value of the school district (that is, the full value of the taxable property in the
territory of the school district) divided by the school district's student membership
was less than the statewide average. Under the bill, the state is required to pay an
eligible school district the amount necessary to ensure that the net cost of the school
district's general fund divided by the school district's student membership is equal
to 92% of the statewide average.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB886, s. 2 1Section 2. 20.255 (2) (ae) of the statutes is created to read:
AB886,2,32 20.255 (2) (ae) Equity aid. The amounts in the schedule for the payment of
3equity aid to eligible school districts under s. 121.082.
AB886, s. 3 4Section 3. 121.082 of the statutes is created to read:
AB886,2,6 5121.082 Equity aid. (1) A school district is eligible for equity aid under this
6section if all of the following apply:
AB886,2,87 (a) In the previous school year, the net cost of the general fund divided by its
8membership was less than 92% of the statewide average.
AB886,2,109 (b) In the previous school year, the equalized value of the school district divided
10by its membership was less than the statewide average.
AB886,2,14 11(2) From the appropriation under s. 20.255 (2) (ae), beginning in the 1996-97
12school year, the state shall pay to each school district eligible for aid under this
13section the amount necessary to ensure that the net cost of the school district's
14general fund divided by its membership is equal to 92% of the statewide average.
