AB932,1,2 1An Act to create 196.496 of the statutes; relating to: the extension of electric
2utility facilities.

This bill establishes requirements for allocating the costs of new extensions of
electric facilities among customers receiving electric service from the facilities. The
bill applies to any public utility that charges a customer for all or part of the cost of
constructing an extension of electric facilities to provide electric service to the
customer. Each time a new customer is provided electric service by being connected
to the extension, the public utility is required to charge a portion of the cost of
constructing the extension to the new customer and is required to rebate a portion
of the construction cost to each customer that has already paid a portion of the
construction cost. The amounts of charges and rebates must be calculated to allocate
costs equally among each customer who first receives electric service from the
extension within 10 years of the date on which the extension went into service.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB932, s. 1 3Section 1. 196.496 of the statutes is created to read:
AB932,2,10 4196.496 Construction costs of extending electric facilities. A public
5utility that charges a customer for all or part of the cost of constructing an extension
6of electric facilities to provide electric service to the customer shall, each time a new

1customer is provided electric service by being connected to the extension, charge a
2portion of the cost of constructing the extension to the new customer and shall rebate
3a portion of the cost of constructing the extension to each customer who has paid a
4portion of the cost of constructing the extension. The amount of charges and rebates
5under this section shall be calculated to allocate costs in such a manner so that each
6customer who receives electric service by being connected to the extension pays an
7equal portion of the cost of constructing the extension. Costs of constructing an
8extension of electric facilities shall be allocated under this section only among
9customers who first receive electric service from the extension within 10 years of the
10date on which the extension went into service.
AB932, s. 2 11Section 2. Initial applicability.
AB932,2,13 12(1) This act first applies to extensions of an electric facility that go into service
13on the effective date of this subsection.
AB932, s. 3 14Section 3. Effective date.
AB932,2,16 15(1) This act takes effect on the first day of the 3rd month beginning after
16publication.
