AB944,1,2 1An Act to amend 121.004 (6) of the statutes; relating to: the effect of medicaid
2payments for school medical services on a school district's shared cost.
Analysis by the Legislative Reference Bureau
Under current law, if a school district provides health care services that are
appropriate to a school setting to children who are eligible for medical assistance, the
department of health and social services must reimburse the school district for 60%
of the federal share of allowable charges for the services and for allowable
administrative costs. The funds received reduce the school district's shared cost
(those costs that are aided through the state school aid formula) by an identical
amount. This bill eliminates the reduction in the school districts's shared cost.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB944, s. 1 3Section 1. 121.004 (6) of the statutes is amended to read:
AB944,2,24 121.004 (6) Net cost. The "net cost" of a fund means the gross cost of that fund
5minus all nonduplicative revenues and other financing sources of that fund except
6property taxes and, general aid and moneys received from the department of health
7and social services for school medical services and allowable administrative costs
8under s. 49.45 (39) (b)
. In this subsection, "nonduplicative revenues" includes federal

1financial assistance under 20 USC 236 to 245, to the extent permitted under federal
2law and regulations.

AB944,2,4 4(1) This act first applies to state school aid paid in the 1996-97 school year.
