AJR28,1,1 1Relating to: recommending the closing of the Navy's Project ELF transmitter.
AJR28,1,42 Whereas, the end of the Cold War has eliminated whatever justification existed
3for the operation of the Navy's Project ELF transmitter, near Clam Lake in Ashland
4County; and
AJR28,1,65 Whereas, the federal government has a serious budget deficit and operating
6Project ELF costs between $16 million and $20 million per year; and
AJR28,1,107 Whereas, the environmental and public health concerns raised by Project ELF
8have increased with the growing body of scientific evidence pointing to adverse
9effects caused by extremely low frequency electromagnetic fields such as those
10generated by Project ELF; and
AJR28,1,1211 Whereas, the U.S. Senate Appropriations Committee voted on March 2, 1995,
12to eliminate funding for Project ELF; and
AJR28,1,1713 Whereas, section 2924 of Public Law 101-510 states that in selecting any
14military installation for closure, "the Secretary of Defense shall take such steps as
15are necessary to assure that special consideration and emphasis is given to any
16official statement from a unit of general local government adjacent to or within a
17military installation requesting the closure or realignment of such installation"; and

1Whereas, U.S. Senators Russell Feingold and Herb Kohl and U.S.
2Representative David Obey have recommended to the U.S. Defense Base Closure
3and Realignment Commission (BCRC) that the Project ELF transmitter be closed;
4and
AJR28,2,85 Whereas, the Project ELF transmitter meets the 3 principal criteria that are
6considered by the BCRC for base closures, namely, a lack of military or national
7security need, an unjustifiable federal expense, and a potential environmental or
8health hazard; now, therefore, be it
AJR28,2,11 9Resolved by the assembly, the Senate concurring, That the members of the
10Wisconsin Legislature recommend that the Navy's Project ELF transmitter in Clam
11Lake, Wisconsin, be closed in 1995; and, be it further
AJR28,2,14 12Resolved, That the assembly chief clerk shall provide copies of this joint
13resolution to each member of this state's congressional delegation, to President
14Clinton and to the Defense Base Closure and Realignment Commission.
