AR27,1,1 1Relating to: the life and public service of Blair Leland Testin.
AR27,1,42 Whereas, Blair Leland Testin has faithfully served as Director of Retirement
3Research to the Joint Survey Committee on Retirement Systems and the Retirement
4Research Committee for more than 22 years; and
AR27,1,105 Whereas, Blair Testin's expertise and foresight in matters of retirement and
6other employe benefit plans have been vital in the analysis and development of many
7significant improvements in employe benefits in Wisconsin, including the merger of
83 retirement systems into the Wisconsin Retirement System, early retirement
9options and benefit formula improvements, creation of the deferred compensation
10plan, and significant improvements to the health and life insurance plans; and
AR27,1,1511 Whereas, Blair Testin has achieved national recognition as a leader and expert
12in the field of employe benefits through his active membership on the Executive
13Board and Committee on Retirement Benefits Administration of the Government
14Finance Officers Association, the National Conference of State Legislatures, the
15National Council on Teacher Retirement; and
AR27,2,316 Whereas, Blair Testin has been an invaluable resource on retirement and
17employe benefit matters to Wisconsin organizations such as the Retirement

1Consortium, the Wisconsin Retired Educators Association, the Wisconsin Coalition
2of Annuitants, and many other organizations that have a significant stake in the
3Wisconsin Retirement Systems; and
AR27,2,54 Whereas, Blair Testin is a valuable member of his community because of his
5volunteer work with the Oakwood Lutheran Homes Association; and
AR27,2,86 Whereas, Blair Testin has been a kind, understanding and fair person to work
7with and is loved and admired by Debbie Turman and Debbie Breggeman, his staff
8of 20 years; and
AR27,2,129 Whereas, Blair Testin is a devoted husband to his wife, Pamela; a kind and
10loving father to his children, Sandy, Becky, Tammy and Matthew; proud and loving
11grandfather to his grandchildren, Blair, Cole, Logan, Bryn, Joe, Jacob and Patrick;
12now, therefore, be it
AR27,2,15 13Resolved by the assembly, That the members of the Wisconsin Assembly
14thank Blair Leland Testin for his many years of faithful service to the people of the
15State of Wisconsin and congratulate him on his retirement; and, be it further
AR27,2,17 16Resolved, That the assembly chief clerk shall provide a copy of this resolution
17to Blair Testin.
