AR7,1,85 Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2), any
6member or standing committee may offer proposals for introduction in the assembly
7on any day of the biennial legislative session, except that a member or a standing
8committee may not offer a proposal creating a state symbol
