SB14,1,3 1An Act to amend 20.235 (1) (fy), 39.41 (2) (a), 39.41 (2) (b) and 39.41 (4) (b) of the
2statutes; relating to: the academic excellence higher education scholarship
3program and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the higher educational aids board (HEAB) administers the
academic excellence higher education scholarship program. The program awards
scholarships for up to 4 years of enrollment at participating institutions of higher
education in this state to one or more designated scholars with the highest grade
point averages from each public and private high school of at least 80 pupils and from
the Wisconsin schools for the visually handicapped and the deaf. Ten scholarships
are awarded to designated scholars enrolled at public and private high schools with
enrollments of less than 80 pupils. If the amount of funds appropriated to the
program is insufficient to fully fund all the scholarships, each scholarship is
proportionately reduced.
This bill changes the appropriation account for the program to a sum sufficient
appropriation, thereby fully funding each academic excellence higher education
scholarship awarded under the program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB14, s. 1 4Section 1. 20.235 (1) (fy) of the statutes is amended to read:

120.235 (1) (fy) Academic excellence higher education scholarships. Biennially,
2the amounts in the schedule
A sum sufficient for payments to institutions of higher
3education under s. 39.41.
SB14, s. 2 4Section 2. 39.41 (2) (a) of the statutes is amended to read:
SB14,2,125 39.41 (2) (a) If a designated scholar under sub. (1m) is admitted to and enrolls,
6on a full-time basis, by September 30 of the academic year immediately following the
7school year in which the senior was designated a scholar, in a center or institution
8within the university of Wisconsin system or in a technical college district school that
9is participating in the program under this section, the scholar shall receive a higher
10education scholarship that exempts the scholar from all tuition and fees, including
11segregated fees, at the center, institution or district school for one year, subject to the
12availability of funds
.
SB14, s. 3 13Section 3. 39.41 (2) (b) of the statutes is amended to read:
SB14,2,2014 39.41 (2) (b) For each year that a scholar who receives a scholarship under par.
15(a) is enrolled full time, maintains at least a 3.0 grade point average, or the
16equivalent as determined by the center, institution or district school, and makes
17satisfactory progress toward an associate or a bachelor's degree, the student shall be
18exempt from all tuition and fees, including segregated fees, in the subsequent year,
19subject to the availability of funds
. No scholar is eligible for an exemption for more
20than 4 years at a center or institution or more than 3 years at a district school.
SB14, s. 4 21Section 4. 39.41 (4) (b) of the statutes is amended to read:
SB14,3,222 39.41 (4) (b) The board shall make the payments under subs. (2) (c) and (3) from
23the appropriation under s. 20.235 (1) (fy) subject to the availability of funds. If the
24amount in the appropriation under s. 20.235 (1) (fy) in any fiscal year is insufficient

1to fully make the payments, the amount of each payment shall be reduced
2proportionately
.

SB14,3,5 4(1)  This act first applies to academic excellence higher education scholarships
5awarded for the 1995-96 academic year.
