SB150,1,3 1An Act to amend 20.435 (7) (dh); and to create 46.83 of the statutes; relating
2to:
requiring establishment and maintenance of a toll-free telephone number
3to provide information on services for the elderly and making an appropriation.

This bill requires the department of health and social services to establish and
maintain, from general purpose revenues, a toll-free telephone number to provide
information and referral concerning county-administered or privately provided care
and services that are available for individuals aged 60 or older.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB150, s. 1 4Section 1. 20.435 (7) (dh) of the statutes is amended to read:
SB150,2,85 20.435 (7) (dh) Programs for senior citizens and elder abuse services. The
6amounts in the schedule for the programs for senior citizens, including but not
7limited to the purposes of ss. 46.80 (5) and 46.85, and for direct services for elder
8persons and other individuals under s. 46.90 (5m) and for maintenance of a toll-free
9telephone number under s. 46.83
. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1),
10the department of health and social services may transfer funds between fiscal years

1under this paragraph. All funds allocated under ss. 46.80 (5) and 46.85 but not
2encumbered by December 31 of each year lapse to the general fund on the next
3January 1, unless transferred to the next calendar year by the joint committee on
4finance, but the department may carry forward funds allocated under s. 46.90 (5m)
5that are not encumbered by June 30 of each year for allocation under s. 46.90 (5m)
6in the following state fiscal year. For the purposes of this paragraph, funds are
7encumbered by December 31 if allocated for services received or for goods ordered by
8December 31.
SB150, s. 2 9Section 2. 46.83 of the statutes is created to read:
SB150,2,14 1046.83 Hotline services. The department shall establish and maintain, in the
11subunit of the department that is primarily concerned with services for older
12individuals, as defined in s. 46.82 (1) (c), a toll-free telephone number to provide
13information and referral concerning county-administered or privately provided care
14and services that are available for older individuals.
SB150, s. 3 15Section 3. Appropriation changes.
SB150,2,23 16(1)  Hotline services for older individuals. In the schedule under section
1720.005 (3) of the statutes for the appropriation to the department of health and social
18services under section 20.435 (7) (dh) of the statutes, as affected by the acts of 1995,
19the dollar amount is increased by $24,800 for fiscal year 1995-96 and the dollar
20amount is increased by $24,800 for fiscal year 1996-97 to increase the authorized
21positions for the department by 1.0 GPR position on July 1, 1995, for the performance
22of services related to the maintenance of a toll-free telephone number to provide
23services to older individuals.
